With these speakers do you need to hook anything up to the battery of the bike. Or are they stand on their own ?
This can be powered from a vehicles cigarette lighter/ auxiliary power port, or hard wired directly to the battery through an optional relay/ accessory switch. You can view installation instructions here:

What size of handle bars will they clamp to or are they adjustable ?
This will work on bars that are 1 1/2" = 2 1/2"

Can the speaker be rotated ??
This item mounts on bars that are 1 1/2" = 2 1/2" diameter, so the speaker would rotate around the bars, but does not rotate side to side.
