No. Here is the note from Drag Specialties regarding their tanks. NOTE: ALL TANKS ARE SHIPPED UNPAINTED. CAPS ARE NOT INCLUDED UNLESS NOTED. ALL GAS TANKS SHOULD BE FITTED, PRESSURE-TESTED AND SEALED BEFORE BEING PAINTED TO ELIMINATE POTENTIAL PROBLEMS.
