Will these replace the one piece cap on stock risers on a heritage softail
This is a universal item. Unfortunately, we are unable to confirm which applications it would, or would not work with. Sorry about that.

I have the forged 1" pullback risers, do these come with bolts to attach to the risers?
If you mean the bolts to connect the risers to your triple clamp, no, they don't come with them. I used the existing bolts that held the stock risers to my bike.

No, but my stock bolts fit no problem
