28mm version is without base bar filler.
Note, the fat bar 28mm version does not have the lower base to fill the void from the bars and makes it a weaker design IMO.

Great return policy in action
I bought this kit based on some comments from another user on an HD LiveWire riders forum - but it turned out that the dimensions were not correct for my bike. FortNine was good enough to send me a return label and refunded my purchase price (less a reasonable re-stocking fee), since I had not used the kit at all.

Good quality
Good quality, reasonable price. Did exactly what I purchased them for; to raise and move forward the stock bar on my Kawasaki KX-112. I would recommend them, and purchase them again if needed. Much cheaper than rolling the dice on a new bar.
