Yes the small cheek pads are a thicker version of the medium. All cheek pads for AT-21 helmets fit all adult helmet sizes. Available in thicknesses from 10mm to 35mm. See below for the standard thickness as originally supplied for each helmet size:
XSmall: 35mm
Small: 30mm
Medium: 25mm
Large: 20mm
XLarge: 20mm
XXLarge: 10mm
