No, unfortunately Kappa do not currently make tubular side frames for your 2019 Yamaha R3. The bike specific side frames are required to mount the cases.

Is this compatible with Givi tubular case PL-1111 or Kappa tubular case KLX-1111 ?
It is not compatible with KLX/ PLX style racks. The K22 is compatible with KL___ or KLR___ style tubular racks.

Where is the locking mechanism on the bags (I don't see this in the picture provided)? Also is it a full face helmet that won't fit? Will a half helmet fit in the bags?
The locking mechanism is behind the handle in this picture, facing upwards.
I haven't tried fitting my half helmet in the bag, but I suspect it would fit.

What is the difference between these cases and the Givi equivilent
No difference. Just the logo. The logo is stick on so you can just take it off
