Factory missed this
I bought the Kuryakyn Top Trim for my 2013 Victory Cross Country Tour. Install was a breeze, less than 10 minutes total. This is the part that was always missing on the factory tail light. It just finishes the look. Chrome finish matches perfectly to the factory chrome. You don't even really notice this when it is on the bike, till you see a stock one beside it. It looks like the stock one is missing a part.
