what is the inside dia.
the inside of the rubber is 2 15/16" (7.4610 cm) and once a cup is inside, might as well say 3" (7.62 cm). A timmies cup will sit in snug with 1 1/5" of it left on top.

Yes it has a cover and the cup fits very well into the holder attached to the handlebars.
