I have a saddlemen step-up, length is about 28" front to back, 10" side to side, 6" top to bottom... will this rain cover stretch to fit / cover this seat?
I have an Harley Ultra Limited Liw and this cover fully covers both rider and passenger seats. Should be no problem fitting the size you have noted.

Does it cover the stndard Saddlemen step up seat (HD Street Bob, FXBB). Technically a 2 seater.
Yes it covers the full seat - top and bottom. Just take some time to tuck it in along all sides. Works great.
