comfortable in many weather
Just did a week long trip in the US and Canada with those.
Very comfortable in many different weather.
Just bring an additionnal thermal pant with you for those colder early morning and you're all set for all kinds of weather.
I unfortunately crashed my bike and went down wearing those.
The pants shows no sign of wear at all but the knee pad was a litle too loose so it moved during the crash and bruised my knee.
Still better than no protection at all but not the best.

Followed the advice and ordered a size up. Fast delivery and great fit so thanks to everyone for that. They work great and the liner for cold air times is also effective yet breathes. Fit easily over my boots but do not drag on the ground I love that part. Comfortable non snowpants look. You could wear light clothes underneath in place of the liner. Price point is also a thing.

Good fit and protection
these come with the liner mesh which i removed after about my 3rd ride. These are very comfortable and you can feel the breeze just coming through and the zippers up the outside calves make doing up your boots easy. heavy duty aromour on the knees which I'm hoping to never have to try out. I also got the Scorpion Draft II Mesh jacket so together they make a great set for both protection and looking good while riding. Great bang for your buck. Study seams and button very well built.

I put mine on one leg at a time.
I like the mesh pants design, comfortable and functional. The zippered bottoms make putting boots on easy and all the zippers are tough, durable ones. I'm a huge fan of the removable wind liner which so far has kept me dry as well.

Order a size larger
Bought myself an early Christmas present, won't be riding for 4-5 months yet, so can't speak to the functionality, but they run small.
All my pants are a 32 - found one brand that had 31 and those fit great. Bought a medium in these and I could hardly get them on. Returned and got the large and those fit good.

Questions
Can you wear these pants over jeans / dress pants? If so, does the size chart still apply or do you have to go up one size or more? Thanks!
You could wear them over pants/ jeans, but we would recommend sizing up if you wanted to do so.

Does anyone know if these are a waterproof pant? Thanks.
No. These pants are not waterproof. They are a mesh pant with a wind-stopping AirGuard liner for when the temperature drops.

I am a 38 waist in the covert pro jeans. Would I be a 38 in these pants as well?
I found the waist very accurate to what they claim it to be. So I'd say yes.

Are these pants able to be shortened easily to fit?
If you have some sewing ability I think you could. The zipper on the outside of each leg runs right to the end of the pant leg so I don't know if that would be an issue. It'd probably be easier just to fold the bottoms over if the legs on the pants are really too long.
I'm 5'10" and without my boots on they are definitely too long and scrapping on the floor. But with my boots they are close but don't touch to ground. Very comfortable on cold or cool days. You can take the inner lining out as well to let the air run through to keep cool.

I’m looking for new summer riding pants, does one need pants or something under these in the summer or are they okay without?
I have always worn these over something else that's thin. You probably don't have to, they're a full pant with all the protection in them. They breathe plenty well and I've never found them to be too hot.
