The Phone Pocket/NDM 2 is the perfect accessory for backpacks equipped with the No Dancing Monkey™ 2.0 and No Dancing Monkey™ 2.1 harnesses allowing you to access your phone quickly at any time.
The NDM 2 Phone Pocket give you the opportunity to quickly at any time access your phone, keys or snacks without even unbuckling the backpack. The pocket has two compartments. The zippered compartment keeps your phone in place while moving and the mesh pocket allow for easy and instant access to things like a gel or other small items.
The attachment can be used on the No Dancing Monkey 2.0 and No Dancing Monkey 2.1 harnesses and is simply attached by a 4 plastic clips.

Guess I'm an idiot and didn't read the whole description closely, does not attach to ranger 9 pack, has 4 small plastic clips for other bags. Clips for attachment seem pretty light for something you're putting a 1000$ phone in, no padding in front of pouch.
