No, unfortunately there is no plastic tub insert for these saddlebags.

Do I  need to purchase brackets to attach these to my bike or are they throw over ? If not  do you suggest brackets and do you supply them?

These saddlebags are throw-over, so brackets aren’t required but are recommended for added stability.
