Seem to be a bad quality, neoprene crack...not sure about years...

Questionnable quality and sizing
I paid special attention to pick the right size (my upside down fork diameter is 43 mm) but after a few days, the neopren started to crack and I really doubt the fork gaiter will last for the season. Not a good purchase in my opinion
