the description says it is magnetic but where are the magnets and how does it hold? does it have any flaps? also, are there handles or straps to carry?
The magnets are on the bottom of the bag and will allow you to install directly on your tank. The magnets are strong, the bag also has a safety strap that you can put around the steering, which you could also use to carry the bag off the bike. Since its a small unit it does not have any flap wings on the side.

Is there a way to attach it to none magnetic tanks?
Not really, it has only safety line that you can put around the steering but since its a small unit and no flap wings on the side, it will be difficult to stay put during your ride, I suppose.
